Rural, while safe, is a little boring. Even overpowered if you have enough foraging skill. Mid city basing is super vulnerable to a single house alarm swarming you, at least on survivor and apocalypse zombie populations. Depends what you mean by best. If best means easiest then you want a house on the edge of a city.
