From experience being on the receiving end of the bleed sticks, I think the most effective way to use the weapon is to treat it as a regular twinblade, without the fancy R2. Estimate your hits and bleed buildups, and try to initiate the ash of war when the opponent is close to you and 1) about to be poise-broken, and/or 2) about to bleed.
