The only Estoc that is D/D is the one in Dark Souls 3, and that's only when it is completely unupgraded. One upgrade level changes it to D/C. The Estoc in DS2 starts at C/D and ends at +10 as B/D.

Estoc has B scaling in Str at +10 solidly making it a Str weapon. If you want to do pure-physical damage then you want 40 str and 12ish dex. However, it also infuses pretty well. So it depends on if you want to go pure Str or only enough to use your weapons and infuse. 40 Str and 12 dex you are looking at 308 Physical.
